Australia’s central bank board assessed that the economy’s outlook had “materially shifted” with banks freely lending, the jobs market resilient and consumer prices staying stubbornly high when it decided to execute a U-turn and raise interest rates this month, minutes of its Feb. 2-3 meeting showed.
